Programmer driven design

Looking at the university's system for online payroll today I was struck by the example of programmer driven design. So it's probably not strictly speaking the programmers but the insiders of the system who put the site together that came up with the distinction between old and new paychecks. Undoubtedly there is a great system-based reason behind the divide. A migration from one system to another. A change in formats. Something important to the keepers of the system. However, it matters not at all to the user who is trying to find information. This is certainly a situation where 20 minutes of usability testing with someone outside the system would have been a good thing.
